What has been done

2016
 Launceston Audit Report (January-April)
  •  the GM of the time provided a brief and scope of an audit of the cultural sector to give Robyn Archer a sense of what is happening in and around Launceston and a reference point for Robyn to extract the people/organisations/groups with whom she wanted to set up meetings.
  • information collected was found on websites - predominantly annual reports o the scope was very broad and the resulting “snapshot” of what was happening in Launceston’s cultural sector was by no means definitive 
  • rough filters were applied to try and segment the information

  • Consultancy – Robyn Archer AO (September 2016 – April 2017) 2017 
  •  Towards a Cultural Strategy for Launceston Interim Report – Robyn Archer AO submitted to Council Workshop and thence to Council Meeting on 24 April 2017. Since this time the City of Launceston (CoL) has been working to deliver the recommendations endorsed by Council at that Council Meeting.
  • Art & Culture Unit set-up (September)
  • this unit is not currently funded beyond one position Executive Officer.
  • Project Control Group (Directors & Executive Officer Arts & Culture) set up to oversee the set up and establishment of the Unit’s program and funding, provide advice and direction for community consultation and cultural strategy.
  • Seconded officer to fill the role until the unit’s resourcing is secured and subsequent formal recruitment process Executive Officer Arts & Culture (EAOC) commenced (September)

  • Project Control Group formed for internal oversight of delivering the 13 Recommendations of Interim Report incorporating the 
  • General Manager, 
  • Directors of QVMAG, Business Development and Major Projects as well as the EOAC.

  • Draft Project Plan developed with “Blue Sky” 5 year budget for (October
  • Meetings with key stakeholders – Department of State Growth, UTAS (Inveresk Precinct Redevelopment Masterplan), TasTAFE, Launceston College (October) 2018
  • MOFO 2018 - Taster Festival delivered, and working to secure MOFO for 2019- 2021

Consultants Research, Request for Quotation for QVMAG Feasibility Study and appointment of Consultants:
  • The brief for the QVMAG Feasibility Study is deliberately open to ensure that the optimal model for QVMAG into the future can be determined. This reflects the change of direction by the University of Tasmania which has moved to a position where the Queen Victoria Museum as core to The Inveresk Precinct.

Hirst Projects was the successful candidate to carry out the Feasibility Study (The team includes Terroir, MCa and WT Partnership.) : http://hirstprojects.com.au/

The study is funded jointly by redirected funds from QVMAG and General Manager’s directorates.
What is happening now
  • Arts & Culture Unit continues with providing the consultants with support in the facilitation and delivery of QVMAG Feasibility Study - Consultant Support. (April- June)
  • Arts & Culture Working Group (Aldermen Finlayson, Gibson and McKenzie) established to identify funding and resourcing the next phase of the Unit and Interim Report’s Action Items—first meeting 4 April.
  • Repositioning of Unit under renamed QVMAG Directorate to operate alongside QVMAG and to manage Service Level Agreements of cultural assets eg. The Princess Theatre etc. This could potentially also include Design Tasmania, Stompin, Tasdance and the many festivals (eg. Junction Arts Festival, BoFA, Festivale ) o
  • Announcement: The Princess Theatre $456,000 sound system upgrade in The Princess Theatre. Demonstrates the CoL ongoing commitment to the Arts.
  •  Important that we recognise that the Cultural Strategy is the foundation document on what CoL do into the future. It is essential that the Feasibility Study does not pre-empt or become conflated with the work around the Cultural Strategy. This does not mean we can't start the dialogue now and we are aiming for a truly collaborative approach.
  • Continued liaison with and support of MOFO to secure the next three festivals. MOFO has provided assurance that they are committed to coming to Launceston and the north of the state, subject to funding. 

The challenge is for Launceston to leverage MOFO's presence to increase the visibility and broader offering to audiences/visitors throughout the city.

Where are we headed

  • Delivery of QVMAG Feasibility Study to the City of Launceston (June 2018)
  • Recruitment of Executive Officer, Arts & Culture Unit by external recruitment process (by June 2018)
  • The intent of Community Consultation is to keep it as an ongoing program

  • Tender process for outsourcing Community Consultation and Cultural Strategy to consultancy.

Other Announcements:
  • QVMAG working with brewer to Lion Nathan – initially under James Squire label “The Wreck”. To be launched in May at major national beer festival. Following that we are planning to celebrate this with a mini-launch in Launceston at QVMAG on Saturday 26 May 2018.
  • Subject to funding - QVMAG is working with Annie Grieg to curate and present major touring exhibition celebrating the 50th anniversary of the partnership of Launceston’s legendary dancer and his muse - Graeme Murphy AO & Janet Vernon AM. EOAC working on grant applications to federal government and developing the itinerary. RM acknowledged Owen Tilbury (BoFA) as the source of this idea.

The gathering was invited to ask any questions.
  • Dr Jane Woollard (UTAS): Arts & Culture unit – what is the level of staffing envisaged for this unit?

RM – at the moment there is one and currently the unit is not funded beyond this. It is important we don’t jump ahead of the Cultural Strategy. It is hoped we will be able to build it up to deliver its outcomes.
EOAC – A&C units generally consist of between 2-4 staff, depending on their role and deliverables. Before funding the A&C unit we need to understand what kind of role it will have and this will be determined, in part, by the final Cultural Strategy.

There appear to be common “planks” to A&C Units across the local government sector – eg. public art program, grants program, communication/consultation program etc. This provides a sense of what might be included in the Unit’s work, so a “blue sky” project plan and 5 year budget has been developed to give the A&C Working Group and Project Control Group a sense of what it might look like. The primary work of the A&C Unit at the moment is program to focus on the delivery the recommendations endorsed by Council.

  • Annie Grieg (former Artistic Director, Tasdance & Freelance Curator): What is the timeline for the delivery of the Cultural Strategy?
RM – The work is happening now and The City Deal’s deadline for the Community Consultation program and Cultural Strategy is September 2018. EOAC - We acknowledge that the delivery of an effective and authentic Community Consultation Program should take more than the time we have allows. The intention is to have an ongoing Community Consultation program that has a life beyond the Cultural Strategy delivery. This is an intensive piece of work to carry out with a highly compressed time to do it in. The message I get from CoL is that it be done right. It is anticipated that a conversation between the parties to the City Deal will need to be had around this. Irrespective of the outcome of this conversation, it is important that CoL continues to demonstrate its commitment to delivering these elements and that work is underway to do so. 

  • Rocelyn Ives, (City of Launceston): The uniqueness of Launceston the centre of which is The Gorge. How would this fit in with the consultancy and who would make sure that it remains as such?
RM – I agree that this is essential and that Launceston offers great things for tourism but also it is important to keep the very qualities that makes it such a liveable city with such natural beauty and arts and culture offerings. The Gorge is at the heart of this. Arts & Culture has a significant role to play in this mix. EOAC – To your point, the Gorge is a place of significance with a deep history and the First People of this land are whose voices absolutely need to be heard. are an intrinsic part of this history and guardians of this heritage. Their voice is important and a voice that needs to be heard, listened to and acted upon. I have deep respect for the Tasmanian Aboriginal Communities and their representatives and this is central to my own work practice and what I have seen and understood as Council’s intent for this role and unit is to also be really respectful and responsive to their voice and this place.

  • Catherine Wolfhagen (Department of State Growth): Northbank project it is in development phase as the Arts & Culture Unit is being activated. There was a mention of Public Art in the mix – where is it? ... and organisationally, who is driving the project and where is the Arts & Culture in this?
RM - Conversations are continuing with Working Group through the Major Projects Unit. There are conversations around this in both Northbank and Brisbane Street Mall. The question was taken on notice. The EOAC to find out and report back to her.

  • Greg Clarke (Artistic Director, Junction Arts Festival): This is a good example of how the Unit can work effectively. At Junction received support from Council a Unit like this could be where JAF could liaise.
RM confirmed that the role of A&C Unit would certainly facilitate this. The MOFO 2018 was a key project to deliver and demonstrated the importance of the Unit in facilitating the connection between the future projects/events and CoL.

  • Liz Frankham (UTAS & Junction Arts Festival): It would be good to see that other festivals would be able to work with the A&C Unit in the same way as MOFO.

  • Greg Clarke (Artistic Director, Junction Arts Festival): As a matter of transparency, did MOFO pay for what you did for this?
EOAC - They didn’t pay me to do anything. I was the facilitator for MOFO and I would imagine this would be how it would happen for other festivals as part of the EOAC’s role. It proved how this role could be activated effectively within Council. This role also has a broader role of participating in national conversation around metrics showing/providing evidence of the social/economic impact that arts and culture has on communities beyond the “quantitative” focus.

  •  Owen Tilbury (Breath of Fresh Air Festival): Does that mean that that unit will be doing research on a BoFA, Junction Arts Festival etc. - some of us are too small and not resourced to do this?
EOAC – Melbourne based, Community Cultural Development Network have an online presence for metrics are a starting point. Hobart City Council are doing work in this space and certainly will share the knowledge.
RM – In all this we need to manage expectations but the Unit is there to assist

  • Liz Frankham (UTAS & Junction Arts Festival): It is worth noting that TICT and State Government have put together a proposal around Tourism Research Institute that they are suggesting it to be in the north, (one of the election commitments). There could be a role within the Unit for a partnership/collaboration with this Institution which would fundamental to this area of data/metrics.

  • Greg Clarke (Artistic Director, Junction Arts Festival): This was a taste for Council as to how this Unit could work.
RM – It definitely illustrated how beneficial and effective this Unit could be and offered a tangible example of what the possibilities could be.

  • Liz Frankham (UTAS & Junction Arts Festival): QVMAG should be congratulated on how brilliant the site was and that it demonstrated how it could be utilised for the general public to respond to and engage with.
